<br />that riverbanks, bluffs and scenic overlooks remain in their natural
<br />state, and to minimize interference with views of and from the
<br />river, except for specific uses requiring river access.
<br />d. Access Routes. Commercial and industrial developments adjacent to
<br />roadways shall be required to provide off - street parking, service
<br />roads and limited controlled access points to highways. (Except in
<br />cases of extreme hardship, highway access for any development
<br />within 250' of a bridge or bridge ramp shall be prohibited.)
