CC Regular Session <br />Date: 01/11/2011 <br />By: Tim Gladhill <br />Community Development <br />Title: <br />Review Go Cart Concept at Former Oasis Market Site Located at 14550 Armstrong Blvd NW; <br />Case of Karl Janzen <br />Background: <br />The City has received an application for a go cart track at 14550 Armstrong Blvd NW. This site is currently owned <br />by the City of Ramsey. This Applicant previously applied for a similar request at 14622 Ferret St; however, that <br />property owner ultimately decided not to pursue the application. The City currently owns the property in question, <br />and it is proposed that a portion of the proceeds from this operation be shared with the City and be used to support <br />the Happy Days event. This concept was discussed at a previous Council work session. <br />Observations: <br />City Staff was approached by Mr. Janzen regarding the required Interim Use Permit for this type of use in this <br />zoning district (TC -2). Outdoor commercial recreation is not a permitted primary use in this district, thus, the only <br />way to permit this type of use is through the issuance of an interim use permit. <br />This application must first be brought to a Public Hearing held by the Planning Commission. However, the <br />Applicant is requesting a partnership with the City in regards to the required $600 escrow, prior to formally <br />commencing the review process and completing the remainder of the required submittal sheets. Interim Use <br />Permits may be granted for a maximum of five (5) years, and may be extended by City Council.
