POLICY BOARD BUSINESS <br />Case #1: Yard Waste Disposal Discussion <br />Environmental Coordinator Anderson presented the staff report. In addition to the staff report, <br />Environmental Coordinator Anderson stated that he had information from Golden Valley, <br />Minnetonka and Fridley about what they do for their residents. <br />Golden Valley offers an annual 4 -day leaf collection event that costs the city about $17,000 per <br />year including staff (city and hauler), equipment and promotion. <br />Minnetonka offers a seasonal yard waste site for its residents beginning on Saturdays in March <br />for tree brush disposal and then sometime in April it's opened up for yard waste collection as <br />well. They budget 886 hours per year for this site and have two part time employees that staff <br />the site and then also shift public works staff over there if need be when it gets busy. <br />Minnetonka was putting together some budget numbers that were not available by the time of <br />this meeting. <br />Fridley offered leaf collection events in 2007 and 2008 and its residents appreciated the shorter <br />travel distance compared to going to Bunker Hills Compost Site but that the process rather slow <br />and labor intensive, which is why Fridley discontinued that service. <br />Board Member Hassett asked if there could be a tax break of some sort available for ACE Solid <br />Waste should some form of a partnership develop between them and the City for a yard waste <br />drop off option at their site. <br />Brief discussion ensued regarding that possibility. <br />Board Member Enstrom stated that he would prefer paying some sort of environmental disposal <br />fee for a yard waste disposal option rather than the storm water and street light charges that he <br />has to pay currently. <br />Board Member Hassett asked what would be wrong with the final option in the case, essentially <br />doing nothing because the County has two compost sites already and some haulers offer curbside <br />yard waste service, makes sense. <br />Councilmember Wise stated that maybe rather than another service, some education about <br />existing options and composting would be appropriate. <br />Chairperson Max stated that he thought some sort of demonstration project might be good. <br />Board Member Enstrom stated that he thought that the City should develop several scenarios <br />based on various volumes of material collected and see what kind of quotes or responses the City <br />receives. <br />Environmental Policy Board / December 6, 2010 <br />Page 2 of 4 <br />
