Land and Cattle Company <br /> By: Megan Wald, Community Development Assistant <br /> <br />Background: <br /> <br />J.R. Land and Cattle Company has submitted an application for a comprehensive plan <br />amendment to change the land use designation for property located off of Alpine Drive on the <br />common boarder of Elk River and Ramsey. The Applicant is requesting a land use designation <br />change from Places to Shop to Places to Work. The comprehensive plan amendment, coupled <br />with their rezoning request, would allow the applicant to develop the property with Industrial <br />users. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site Location Map <br />b) General development plan for the subject property <br />c) Draft Planning Commission meeting minutes from February 7, 2002 <br />d) Proposed Resolution authorizing submittal to Metropolitan Council <br /> <br />Notification: <br /> <br />State law requires that the City notify property owners within 350 feet. Staff sent notifications to <br />property owners within 350 feet of the subject property. <br /> <br />Observations: <br /> <br />J.R. Land and Cattle Company is asking for an amendment to the 2001 Comprehensive Plan to <br />allow for an industrial development on the subject property. The 2001 ComprehenSive Plan <br />designates the subject property as Places to Shop. Places to Shop would allow for commercial or <br />retail type of businesses to develop on the property. The Applicant has an interest in developing <br />the property with industrial businesses and therefore needs the land use designation changed. <br /> <br />The Planning Commission reviewed several amendments to the 2001 Comprehensive Plan on <br />January 24, 2002; one of the amendments included changing the subject property from Places to <br />Shop to Places to Work. On February 7, 2002, the Planning Commission made a formal <br />recommendation to the City Council to change the subject'property from Places to Shop to <br />Places to Work. The City Council will be reviewing the recommendation by the Planning <br />Commission at their February 26, 2002 meeting. The Comprehensive Plan Amendment request <br />by J.R. Land and Cattle Company will also be reviewed by the City Council on February 26, <br />2002. The applicant has chosen to proceed with the Comprehensive Plan Amendment <br /> <br />'-127- <br /> <br /> <br />
