I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE #: 7 <br /> <br />REQUEST FOR DIRECTION ON PRELIMINARY PLAT OF ALPINE MEADOWS; <br />CASE OF EIGHTY SEVEN LLC <br /> By: Patrick Trudgeon, Principal Planner <br /> <br />Background: <br /> <br />Eighty Seven LLC has applied for a preliminary plat review of a 42-umt townhome development. The <br />property is generally located in the southwest quadrant of T.H. #47 and 153ra Avenue N.W. and the fee <br />title owner is Blaine Edmundson. The Planning Commission reviewed the preliminary plat at their <br />February 7, 2002 meeting. At that meeting, the Planning Commission had a lengthy discussion <br />regarding access to the south and the need for two entrances onto Alpine Drive. In the end, the <br />Planning Commission directed the applicant to redraw the plat to show two entrances onto Alpine Dr. <br />and eliminate a connection to the south. Prior to spending the time and money on creating a new <br />prelim/nary plat, the applicant would like to hear the City Council's thoughts whether or not a furore <br />access to the south should be included in the plat. <br /> <br />The following items are enclosed for your review: <br /> <br /> a) Site location map <br /> b) Preliminary Plat <br /> c) Draft Planning Commission Minutes dated FebrUary 7, 2002 <br /> <br />Observations: <br /> <br />City Ordinances require that the arrangement of streets in new subdivisions shall make provisions for <br />the continuation of existing and future streets into adjoining areas. Based on that ordinance, staff <br />requested the applicant to show a connection from the subdivision to property to the south. During the <br />public hearing, a resident to the south, Mr. A1 Kempf, stated that he has no plans on developing or <br />selling his property. Based on that discussion, the Planning Commission decided that perhaps it was <br />unrealistic to expect a road to go south anytime in the near future and that the best solution was to <br />eliminate the possibility of a road going south and require two accesses on Alpine Dr. The Planning <br />Commission tabled action on the preliminary plat and instructed the applicant to redesign the plat <br />showing two accesses onto Alpine Dr. andno access going'south.' <br /> <br />Staff still feels that there is a need to provide access to the south. While there is no guarantee when the <br />land to the south may be redeveloped, the City should be prepared for the possibility if and when it <br />occurs. Given the staff's opimon on this matter and the Planning-Commission's recommendation, the <br />applicant is requesting clarification from the City Council on the need to provide an access to the south <br />so that they can prepare a plat that is acceptable to the City. <br /> <br />-189- <br /> <br /> <br />
