CASE # RECEIVE BIDS AND AWARD CONTRACTS FOR THE CONSTRUCTION OF SUNWOOD DRIVE NW BETWEEN SUNFISH LAKE BOULEVARD AND COUNTY ROAD 116 FOR IMPROVEMENT PROJECT #99-52 By: Brian E. Olson, City Engineer Background: Improvement Project 99-52 consists of 0.5 miles of City street with watermain, sanitary sewer, and storm sewer to serve the development of over 56 acres of commercial and industrial property, identified as the Waste Management property. Authorization to advertise for bids was ordered on December 11, 2001, and bids were received Wednesday, January 16, 2002. Twenty-three (23) bids were received and ranged from $769,415.83 - $1,085,188.21. A summary of the bidding is as follows: Bidder Amount of Bid LaTour Construction Kuechle Underground Inc. S.J. Louis Construction, Inc. Redstone Construction North Pine Aggregate, Inc. Three Rivers Construction $769,415.83 $777,930.67 $778,56O.52 $809,867.60 $810,944.07 $813,921.28 Engineers Estimate $939,405.00 The low bid submitted from LaTour Construction is over $169,989.17 below the engineers estimate. This low bid represents a very attractive contract price for this project. LaTour Construction has completed similar work satisfactorily in the past and it is the recommendation of Hakanson Anderson Associates to award the Contract to them. The City Attorney is working on the signed easements from the MPCA and has indicated that they will be available for the 2/26/02 City Council meeting. The low bid contractor, LaTour Construction would like to commence utility construction and grading for the project beginning this fall. As mentioned at the Public Works Committee meeting, I have attached the financial information relating to this improvement. -197-
