Norman, City Administrator <br /> <br />Background: <br /> <br />Rhonda Heryla, the Human Resources Manager, was placed on a medical leave bY her doctors <br />due to complications from her pregnancy. The medical leave may be extended beyond the <br />normal maternity leave time period. The City is currently in the process of hiring four new <br />employees to various positions, in the process of selecting eight new fire fighters, and in the final <br />stages of negotiating labor union agreements. The Assistant City Administrator began her duties <br />the week of February 18 and already has a backlog of uncompleted work due to the four-month <br />vacancy of the position. One possible solution to assist with this workload would be to contract <br />with personnel services during the Heryla absence. <br /> <br />The City has had an on-going contractual relationship with Labor Relations Associates, Inc. <br />(LRA) over the years. LRA has performed an organizational analysis of the City and a <br />compensation study in recent years. LRA works predominantly with public sector organizations <br />and has a good understanding of municipal organizations and needs. <br /> <br />Staff Recommendation: <br /> <br />Staff will be meeting with representatives of LRA on Tuesday, February 26, 2002, to outline an <br />hourly rate for a proposed interim personnel services assistance during Rhonda Heryla's medical <br />and maternity leave. <br /> <br />Committee Action: <br /> <br />Motion to recommend that Council authorize the City to enter into contractual arrangements with <br />Labor Relations Associates, Inc. to provide personnel assistance during the interim absenCe of <br /> <br />Human Resources Manager Rhonda Heryla. <br />Reviewed by: <br /> <br />City Administrator <br />Assistant City Administrator <br /> <br />CC: 02/26/02 <br /> <br /> <br />
