-166- <br /> <br />to have a mandatory EAW is if the calculation is greater than one and in the proposed <br />development it [s .92. <br /> <br />Jim Bitner, 14331 Neon Street NW, Ramsey, inquired if anyone had considered the Potential of <br />hazardous waste being on the site. <br /> <br />Mayor Game¢ replied that when the senior apartment was built, they did have the property <br />analyzed. <br /> <br />Councilmember Anderson inquired about the senior building. <br /> <br />Mike Black, Royal Oaks Realty, explained that they had discussed the idea of mirroring the access <br />site, but never said that they would be proposing 50 units or the same exact building. He stated <br />that the site consists of 87 acres with 30 of those acres being wetland. He reviewed the overall <br />density of the site. He explained that the amount of open space, including ali green area, is 42 <br />percent in the townhome area and the senior building site has 64 percent of open space. Mr. <br />Black did not feet that the development would be a high-density development and thought it met <br />the intentions of the proposed Comprehensive Plan. He stated that he has worked closely with <br />staffas well as the Council on developing a good plan for the City of Ramsey and he thought that <br />the PUD was the appropriate process to complete the development. If the Council so chooses he <br />can go through each area individually. <br /> <br />Mayor Gamec stated that he has. made comments in the past about not constructing eight unit <br />townhomes, but reducing them to six unit townhomes which would allow for more green space <br />and the widening of streets. He explained that the City has had some problems with one <br />townhome development regarding snow removal. Overall he felt that the development was a <br />good plan. <br /> <br />Councilmember Kurak' stated that she did not have any problems with the proposed senior <br />complex. In regards to the town/tomes she would prefer to see six units rather than eight units and <br />the streets be widened. The reason she recommended the wider streets is for safety reasons and <br />then if' the City is asked to take over the maintenance of the streets the streets would be wide <br />enough to be maintained by the City's existing equipment. She does not consider yards as green <br />space and felt that with a PUD the developer should be giving more green space. She stated that <br />she would be willing to look at different options. She mentioned a development in Stillwater <br />called "The Liberty", in which they have upper scaled homes and to preserve green space they <br />have made more of a group community. She stated that the upland area of the development needs <br />to have more green space. <br /> <br />Councilmember Anderson stated that she struggles with the idea of City streets vs. private streets, <br />but she does think that all streets should be built to City standards.
