Sarah and Jori $~romrnen
14546 Krypton St. NW

Ramsey, MN 55303

763-241-8395

-186-

MEMO

DATE: June 20,2001

TO:

Citizen Petition requesting an EAW for The Ponds, a PUD located '
in Ramsey, Minnesota

FROM:

Jon Strommen

RE:

City of Ramsey drainage project

My wife and I are the current owners of Lot 5 of the Chestnut Ridge
development. Running through our property is a drainage ditch that flows into
DNR Pond 114, which is adjacent to the proposed development "The Ponds."

Last January, l spoke with a contractor who informed me that he was quoting a
project to clean out the ditch for the City of Ramsey. At that point, concerned
with the trees in my yard, I contacted the City Engineer (I believe his name is
Brian). The engineer explained to me that the ditch needed to be cleaned to
provide better habitat for wildlife and to aid in the regulation of spring runoff,
which apparently was causing flooding on 153¢~ Street.

I believe that the proposed development goes against what Ramsey city staff had
stated to me in January. The preliminary plat of the development shows very
little wildlife habitat remaining' after development. Due to the abundance of
wildlife in this area, and the fact that Ramsey indicated a desire to keep its
wildlife, it is important to protect wild spaces in even our more developed areas.
t also believe that increased runoff from the new development will only add to the
problem of flooding.

I believe that development could occur with less environmental impact, and I
encourage Royal Oaks Realty' and the City of Ramsey to re-evaluate and find a
solution that is in the best interest of all Ramsey' residents.

Sincerely,

Jon Strommen
Ramsey Resident
