-240- <br /> <br />PLANNING COMMISSION BUSINESS <br /> <br />Case #4: <br /> <br />Request for a Site Plan Review for Townhomes Located within The Ponds <br />Subdivision; Case of Royal Oaks Realty <br /> <br />Presentation <br /> <br />Principal Planner Trudgeon stated that the City received an application from Royal Oaks Realty, <br />Inc. for site plan review for a townhome development to be located within The Ponds subdivision. <br />The townhome development will be constructed in an area that is roughly 16.57 acres in size. <br />The net density of the townhomes is proposed to be 6.88 units per acre. The area proposed to be <br />developed as townhomes lies within areas designated as medium and high density residential on <br />the 2001 Comprehensive Plan Land Use Map, Principal Planner Trudgeon noted that the drives <br />serving the townhomes are a combination of private and public roads. The public roads will <br />consist of 144a Lane, 144~' Court and Iodine St. The applicant is dedicating 60 feet.of right-of- <br />way for the public streets through the townhouse portions of the development. Driveways <br />corning off the public roads will serve the remaining townhouse units. As explained earlier, the <br />City has been reviewing use of private roads in multi-family developments. This plan complies <br />with the policies the Planning Commission previously reviewed. One of the considerations that <br />the policy gave for the use of public roads through townhouse developments was a reduced <br />setback for those townhome units located on public streets. The townhouse units along public <br />streets will be setback 25 feet from the right-of-way (approximately 40 feet from back of street <br />curb) and the units located on the private streets v/iii be located 25 feet from back of street curb. <br />Ali of the units will have driveways 25 feet in length. Staff has reviewed the proposed setbacks <br />for the townhouse units and finds them acceptable. The closest townhome unit is about 50 feet <br />from the rear lot line of an existing single-family lot. The units are also setback at least 35 feet <br />from the proposed Iodine St. right-of-way. The townhome units meet the setback requirements <br />from the e>cterior boundary line with the exception of Lot 26, Block 6, which does not meet the <br />40-foot rear yard setback requirement. The exteriors of all of the t0,amhouse buildings are <br />proposed to consist of primarily vinyl siding with accent brick around the garages. The roof will <br />have asphalt shingles and all structures comply with the 35' height limit. Each unit will have an <br />attached double car garage. The landscaping plan is generally acceptable subject to the revisions <br />requested in the staff review letter. City Staff recommends site plan approval contingent upon <br />compliance with the city staff review letter dated December 28, 2001, final plat approval, and the <br />property being rezoned to R3-U. <br /> <br />Commission Business <br /> <br />Craig from Shade Tree Construction presented the renderings of the townhomes. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Sweet, to grant site plan approval <br />for the townhomes proposed as part of The Ponds subdivision contingent upon compliance with <br />the City Staff review letter dated December 28, 2001, final plat approval, and the property being <br />rezoned to R3-U. <br /> <br />Planning Commission/January 3, 2002 <br /> Page t2 of 18 <br /> <br /> I <br />I <br /> <br />I <br />I <br />I: <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
