REPORT FROM PUBLIC WORKS COMMITTEE
By: Public Works Staff

CASE #:

Background:

The Public Works Committee met on Tuesday, January 15, 2002 and discussed the following
three cases:

Case #1: 2002 Street Maintenance Program

Background:

'Staff presented an overview of the streets scheduled for the 2002 Street Maintenance Program.
This is an annual program which involves the comprehensive maintenance of the City's 137
miles of paved roadway, The Committee was advised of specific roads and subdivisions which
were scheduled for the 2002 program along with an analysis of the financing for the program.
The 2002 Program will include work on the City Municipal State Aid (MSA) street system.
Approximately 50 percent of the total program cost will be financed with MSA construction
funds.

Staff also indicated that a revised projection of future financing requirements would be provided
at the February 2002 Public Works meeting and that these forecasts would be incorporated into
future five year C2 documents.

Staff also presented a listing of City of Ramsey assessment practices which have evolved as a
result of Council directives at previous assessment hearings.

Council Action:

Motion to direct staff to prepare a feasibility study for the 2002 Street Maintenance Program.

Case #2

Discuss Property Acquisition Policy Along CR 116

Background:

The Committee discussed the need to acquire right-of-way along CR 116 in conjunction with
anticipated improvements consistent with the corridor plan which is currently being prepared.
Specifically, the Committee was interested in how it should address the property, located at 5515
Industry Avenue which currently is listed for sale. Secondly, the more general question as to
how needed fight-of-way would be financed.

Council Action:

Recommendation that staff talk to the County first because Councilmember Zimmerman thinks
the County is already having conversations with the property owner. Councilmember
Zimmerman stated that he would like to have some sort of written agreement as to who will buy
the necessary fight-of-way and what will each City be obligated to as well as the County.

-309-
