He did not see why the City should even consider a policy for private <br />streets. <br /> <br />City Engineer Olson noted that of the six examples three of the developments are not townhouse <br />related and three are. He stated that it is very common throughout other communities to allow <br />private developments because townhomes are more linear and have many more accesses. An <br />apartment building has a parking area that is designated and there are a lot more people in a <br />central location. In townhomes they are more spread out so they basically need a longer parking <br />lot. <br /> <br />Councilmember. Hendriksen replied that with the private streets they are not creating a longer <br />parking lot, but making a narrower road with most of them not having parking and the units <br />being located very close to the road. <br /> <br />Councilmember Kurak suggested making 't. he arterial streets standard streets, with the driveway <br />of those streets being private for the access into the units. She felt that performance standards - <br />should be brought up, including the requirement of sweeping streets. <br /> <br />City Engineer Olson stated that he a~eed with Councilmember Kurak, but noted the current <br />ordinance states that private streets are not permitted, so the Council needs to decide first if there <br />is to be private streets. <br /> <br />Councilmember Kurak stated that she felt that private streets shOuld be permitted. <br /> <br />Councilmember Anderson suggested that development with private streets be required to include <br />an area for snow storage. <br /> <br />Councilmember <br />he would agree <br />that is where he <br /> <br />Hendriksen stated that essentially the arterial streets should be City streets and <br />with that. Dead ends off that would be driveways and considered private, but <br />would draw the line. ff they are not driveways then:they should be City streets. <br /> <br />Director of Public Works Fire Chief Kapler noted that another aspect that should be considered is <br />Police. He explained that the Police are limited as to what they can enforce on private streets. If <br />the arterial roads are public streets that would ~ve the Police a better ability to serve those types <br />of developments. <br /> <br />Councilmember Kurak in regards to maintenance of private streets she did not feel that the City <br />should be fixing holes in the roads, but if the arterial road is public then the City would correct <br />the problem and the cost would be assessed to the homeowners. If the hole were on the driveway <br />portion then the City would not be responsible. <br /> <br />Councilmember Anderson inquired if it was possible for the Homeowners Associations to ~ve <br />the Police Department permission to Police the private developments. <br /> <br />City Engineer Olson replied that if there is a call from the residents the Police have every fight to <br />be in the development, but if there is a problem with speeding traffic, failure to stop they don't <br />have the ability to enforce that. <br /> <br />-329q <br /> <br /> <br />
