I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> PC CASE <br /> <br />ENGINEERING DEPT ORGANIZATIONAL CHANGE REQUEST <br /> By: Dean Kapler, Public Works Director <br /> <br />Background: <br /> <br />The Public Works Director feels it is appropriate to create a level of supervision/management <br />within the Engineering Department. With the amount of Engineering activity continuing to <br />increase along with the approved position of Engineering Technician for 2002, a position to <br />supervise the dept becomes necessary. <br /> <br />Although the Public Works Director would continue to be responsible for the Engineering Dept <br />as a whole, the position of Principal City Engineer would have supervisory responsibilities for <br />the City Engineer, Public Works Secretary and Engineering Technician. This position would also <br />act as the backup for the Public Works Director in hi~/her absence. The position would report to <br />the Public Works Director. <br /> <br />When Ramsey hired its first City Engineer, the employment agreement stated a city vehicle <br />would be included due to the responsibilities of being the Public Works Director. Since then the <br />responsibilities have changed to the point that after work hour vehicle needs have all but been <br />eliminated. Staff has discussed a plan with Engineer Jankowski to eliminate the vehicle for <br />personal use and place it back into the city's fleet. This will in effect terminate the employment <br />agreement dated <br /> <br />Staff Recommendation: <br /> <br />Staff recommends to Personnel Committee to motion to place Brian Olson in the position of <br />Principal City Engineer effective February 13, 2002. It is also recommended that City Engineer <br />Jankowski be given $2700 as one time compensation for the city vehicle he now utilizes. (This <br />value is the current estimated value of a 1993 Ford Crown Victoria) <br /> <br />Proposed salary changes would include putting Engineer Olson to step 3 effective January 1, <br />2002 and go to step 4 on his anniversary date. Engineer Jankowski Would go toand remain at step <br />5 in recognition of having no supervisory responsibilities. <br /> <br />Committee Action: <br /> <br />Recommend to City Council to accept Public Works Directors recommendation. <br /> <br />Council Action: <br /> <br />Motion to accept Public Works Directors recommendation. <br /> <br />Reviewed By: <br />City Administrator <br />Personnel Manager <br />Public Works Director. <br /> <br />PC: 02/12/02 <br /> <br />-337- <br /> <br /> <br />
