Absent: Chairperson Nixt and Commissioner Brauer. <br /> <br />~> PUBLIC HEARING/COMMISSION BUSINESS <br /> Case #5: Request for Comprehensive Plan Amendment; Case of Edina Development, <br /> Inc. <br /> <br />Vice Chair Kociscak closed the regular portion of the Planning Commission meeting at 8:39 p.m. <br />in order to call the public hearing to order. <br /> <br />Public Hearing <br /> <br />Vice Chair Kociscak called the public hearing to order at 8:39 p.m. <br /> <br />Presentation <br /> <br />Principal Planner Trudgeon stated that in September the Planning Commission reviewed and <br />recommended approval of the request by Edina Development Inc. for a comprehensive plan <br />amendment to change the land use of property located north of Alpine Drive and west of State <br />Highway #47 from commercial and single family residential to high density residential. The City <br />Council reviewed the request on December 11, 2001 and denied the comprehensive plan <br />amendment request. During the meeting, some of the council members indicated a willingness to <br />review a comprehensive plan amendment request for medium density residential, uses. <br />Subsequently, Edina Development, Inc. has submitted an application for a comprehensive plan <br />amendment to change the land use designation on the subject property from commercial and <br />single family residential to medium density residential. The comprehensive plan amendment, <br />coupled with their rezoning request, would allow the applicant to construct a townhouse <br />development. Principal Planner Trudgeon stated the City Council adopted the March 2001 <br />Comprehensive Plan Amendment on December 18, 2001. The 2001 Comprehensive Plan <br />designates the subject property being used for Places to Shop. Edina Development is asking for <br />an amendment to the 2001 Comprehensive 'Plan to allow for a medium density residential project <br />on the property that would allow up to 7 units per acre. He explained that City Staff feels that <br />this is an appropriate location for multi-family residential development and therefore is <br />recommending approval of the comprehensive plan amendment to change the land use on the <br />subject property from commercial and single family uses to medium density residential uses. <br /> <br />Vice Chair Kociscak asked if the majority of the Council showed interest. <br /> <br />Principal Planner Trudgeon replied that all members agreed that high density was too much.
