I <br />'1e <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> Il <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE # <br /> <br />ADOPT ORDINANCE AMENDING CHAPTER 7, SECTION 7.13 OF THE <br />RAMSEY CITY CODE ENTITLED PAWNBROKERS <br /> By: James Way, Sergeant, Ramsey Police Department <br /> <br />Background: <br /> <br />During the City Council meeting of January 8, 2002, Council introduced an ordinance that would <br />amend Ramsey City Code, Chapter 7, dealing with licenses; Section 7.13 deals specifically with <br />the licensing of pawnbrokers. The amendment would increase the number of days from 5 to 30 <br />that a pawnshop owner would have to hold property prior to selling it. This would allow the <br />Police Department more time to receive reports of possible stolen items. This same ordinance is <br />now before Council for formal adoption. <br /> <br />There was no opposition from the public at the last meeting when this ordinance was introduced; <br />however, there was discussion relating to pawnshop owners keeping better records. Staff was <br />directed by Council to inform them about record keeping requirements and penalties as outlined <br />in the City Code. Chapter 7.13 of the City Code adopts by reference, Minnesota Statute 325J, <br />which attaches misdemeanor penalties for a violation thereof. Section 7.13 04 of the City Code <br />mirrors record keeping requirements as set forth in State Statutes. Section 7.13.12 specifies the <br />grounds for suspension and/or revocation of a pawnbroker license. <br /> <br />Council Action: <br /> <br />Motion to adopt Ordinance #02-~X'~ amending Chapter 7 Licensing and Permits, Section 7.13 <br />Pawnbrokers, Paragraph 7.13.06 Holding of Property, to increase the number of days a pawn <br />shop has to hold items from five (5) days to thirty (30) days. <br /> <br />q <br /> <br />Reviewed by: <br /> <br />Sergeant Way <br />Police Chief <br />City Administrator <br />City Attorney <br />City Clerk <br /> <br />CC: 01/22/02 <br /> <br /> <br />
