I it~ 5.09 5.09.01 I I I ! I I I I I ! I I Animals and Fowl Keeping of Certain Animals, Livestock and Poultry . Subdivision 1. Prohibited Animals without Conditional Use Permit. None of the following animals shall be maintained on any parcel ofland in the City: a. Goats; b. Pigs; or c. Cows except said animals may be allowed if the animal owner and/or land owner has obtained from the Council a Conditional Use Permit, which permit specifically allows the keeping of said' animals and under what conditions the animals may be kept. The administrative procedure and criteria for granting or denying a conditional use permit under this Section shall be section is entitled, "Conditional Uses". Subd. 2. Permitted Animals Three acre parcels: Notwithstanding the provision in paragraph 5.09.01, a maximum of, or combination of, two of the above type animals may be maintained on a parcel of not less than three contiguous acres of property to which the animal owner has fee title or a lease hold interest. bo 20 acre parcels: Notwithstanding the provisions in paragraph 5.09.01 and 5.09.02 above any type of domestic animals and livestock and poultry without limitation in number, may be maintained on a parcel of land which is not less than 20 acres in size to which parcel the animal owner has fee title or a lease hold interest. Subd. 3. Prohibition of Nuisance Animals. Nothwithstanding any provision of this Section or any Section of any Section of this Code, no animals of any type may be maintained on any parcel within the City, no matter what size the parcel, if the maintenance of animals creates a nuisance as defined in Section 5.08 of this Code. 5.09.02 Animals at Large. No person shall allow any animals of any type, or fowl belongi~h'e~~'' or in their care, to run at large or to be picketed on public grounds; but this prohibition shall not apply to cats or dogs, except as are by this Code forbidden to be at large. 5-32 -237-
