d. To ensure proper handling, treatment and maintenance of horses. Subd. 2. Horse Defined. As used in this Section, horse shall mean any stallion, mare, gelding, foal, pony, donkey, ass, burro, mule or animal of horse kind. Subd. 3. Acreage Requirements. The following chart prescribes the number of horses that can be maintained on lots of record of sizes as shown: Acreage Number of Horses Comments Permitted Less than 1.5 acres 0 Not permitted. 113 - less than 3 acres 2 Permitted only with Conditional Use Peri'nit. 3.0 acres or more 2+ Sketch drawing required. Over 3 acres 2+ One additional horse for each full V~ acre over 3 acres is permitted. More horses than the prescribed number permitted only with Conditional Use Permit. I I I I i I I I ! I I Subd. 4. Conditional Use Permit Approval Required Prior to maintaining and boarding a horse or horses on any lot' or parcel within the City which lot or parcel is less than three (3) acres in size, but larger than 1.5 acres in size, the land owner shall apply for and obtain a Conditional Use Permit (CUP) from the City. An application for the CUP shall be initiated by the landowner where the horse(s) are to be maintained by filing a form prescribed by the City, The procedure to be followed shall be as prescribed in §9.03.04 of this Code. In addition, the Horse Care Commission shall be consulted. Subd. 5. Sketch Drawing Required Prior to maintaining and boarding a horse or horses on any parcel of land three (3) acres or more in size, the landowner shall provide a sketch drawing to the City. b. Required Sketch Drawing information shall include: Name and address of the fee owner of the subject property where the horse(s) are to be maintained and the name and address of occupant of subject property. 2.
