I1

ll

Compensation
Grant Experience

LHB Trail Construction Grant List
LHB has extensive experience working with all types of federal and state funding including
many ISTEA and TEA-21 enhancement grants, as well as numerous MnDNR funding
programs within State Parks and Trails and Waterways initiatives. We are famili,q~ with the
procedures of these funding programs and understand the importance of the small details
to allow the project to proceed efficieatly. Below are a few examples of our applicable
experience.
· Most transportation related projects include some form of federal or state funding. We
are familbr with the many various programs and the ability to combine them to leverage
federal and state dollars with local funds.
· The Moose Lake Trail is a trail designed by LHB that is currently under construction. It
utilized a number o f different sources o£ fundingincluding one of the largest enhancement
grants awarded since the beginning of the program under ISTEA. Other funding sources
included LCMR funding administered by DNR Trails and Water, rays, state bonding
funds administered through DNR State Parks, county general funds, townskip general
funds, Mn.DOT Trunk Highway funds, and city general funds. The federal enhancement
fund for this project totaled about $625,000.
· The Munger Trail through the City of Carlton was designed by DNR with the construction
obse~ation and documentation being performed by LI423. This project includes federal
enhancement funds and state funds.
· For the Gitcki-Gami Trail, LI-LB was hired to work with the Schroeder/Tofte/Lutsen
Tourist and Business Association to create an application for enhancement funds for a
trail from Schroeder to Grand Marals. LHB downloaded the lVLnDOT mapping for the
trunk highway and worked with the association and communities to devdop the
conceptual alignment for the initial grant request.
· LHB has performed the engineering for many Cook County bridge projects. These
projects have used combinations of primarily federal STP funds, County State Aid funds,
and local funds.
° Other projects in the Grand Marals ~ea have included work for the Superior National
Forest such as their Gunflint Administration Building and reconstruction of the Sawbi/1
Trail. These projects uti/iv, ed Forest Service general funds, federal transportation funds
and County State Aid funds.

Grant Funding Sources - Wilderness Inquiry
Wilderness Inquiry has been very successful at receiving funding to provide the information
necessary to allow people o£ all abilities to choose whether an outdoor recreation activity.
or environment is accessible to them. Wilderness Inquiry has trained federal, state, county,
municipal and private agency personnel in the theory and methods of providing Universal
Programming opportunities to their constituents. Through these programs, Wilderness
inquiry hopes to create an outdoor recreation environment that allows people of all abilities
to recreate in their preferred manner, without destroying the integrity of that natural
environment.

State Grant Success Rate (1995 - 2001)
LCMR Grant Proposals = 4 Other State Funding Proposals = 3
LCMR Grants Received = 4 Other State Funding Received = 3

LCMR and Other State Funding Success Rate = 100%

-285-
