Currently, the ordinance states, "No personal property <br />deposited with or purchased by any licensee shall be sold or permitted to be redeemed From <br />the place of business of licensee until five (5) days after the copy of the records requited by <br />7.13.04 have been made available to the Chief of Police, except upon written permission of <br />the Chief of Police." The change is to increase the holding period from five (5) to thirty, (30) <br />days on ali transactions. <br /> <br />The change in the ordinance is being made because of a recent case'here in the City of <br />Ramsey and two cases in the City of Anoka. In all of these cases it was determined that <br />property that was taken in by the Pawn dealer was stolen but was not discovered until after <br />the five day waiting period. The purpose of this change in ordinance is to allow the Police <br />Department more time to check reports and more time for citizens to make reports ofst01en <br />or missing items. The City of Anoka amended their ordinance on November 16, 2001 to the <br />thirty day time period. <br /> <br />The proposed change in the ordinance is to become effective March I, 2002, pending <br />Ramsey City Council approval.
