The awning is 315 square feet in size; this interprets to a 250
square foot overage in wall signs. Mr. Deal intends to remove all existing wall signs from the
building. The City has in the past, granted conditional use permits to allow for larger signs than
permitted under City Ordinances (Ampride, Burger King, River Bend Plaza, Ramsey Town
Square, M & G Leasing Inc. and Blue Line Collision). The proposed awning is professionally
done and Staff recommends approval of the conditional use permit request.

Citizen Input

There was none.

Motion by Chairperson Nixt, seconded by Commissioner Sweet to close the public hearing,

Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Sweet, Brauer, Reeve, and
Watson. Voting No: None. Absent: Commissioners Johnson and Kociscak.

The public hearing closed at 7:06 p.m.

Commission Business

Chairperson Nixt called the regular meeting of the Planning Commission back to order at 7:06
p.m.

Mr. Deal, applicant, explained that this request was initiated by Valvoline. Valvoline has started
a new Express Program. This Program is in a select number of locations, and the locations are
based on the community, in part. The sign on the road has already been changed. He distributed
a copy of this sign to the Commissioners.

Mr. Deal stated this Program is only at 160 stations nationwide. He noted that if a station
chooses to participate in this Program, it follows the rules as set forth by the corporate office. He
indicated that the Corporation pays for the signs, and initiated the application for the conditional
use permit.

Motion by Commissioner Sweet, seconded by Commissioner Reeve to recommend that City
Council adopt findings of fact favorable to the applicant relating to Crosstown Sign and
Valvoline Express Care's request for a conditional use permit to exceed wall sign restrictions.

Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Sweet, Reeve, Brauer, and
Watson. Voting No: None. Absent: Commissioners Johnson and Kociscak.

Motion by Commissioner Sweet, seconded by Commissioner Reeve to recommend that City
Council approve Crosstown Sign and Valvoline Express Care's request to exceed wall sign

Planning Commission/December 4, 2001

I
I
i
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
