Councilmember Anderson replied that there is a reason the City constructed the soundwalls on <br />the other side of T.H. #47. <br /> <br />City Engineer Jankowski noted that the justification for that soundwall was the noise level. <br />Councilmember Anderson replied that the proposed development is across the road. <br /> <br />Mr. Lepper stated that a noise study was completed and the daytime measurements were below <br />the minimum standard, but the nighttime measurements did exceed the standard. The property is currently zoned B-1 Business. <br />The applicant has requested that the property be rezoned to R-3 Urban Residential; which would <br />allow the property to be developed at a maximum density of 7 units an acre. The City Council <br />introduced the rezoning ordinance at the December 11, 2001 City Council meeting. The <br />proposal will be subject to a comprehensive plan amendment under the existing (1995) <br />Comprehensive Plan· The March 2001 Draft Comprehensive Plan shows this area being <br />designated for medium density residential and medium density has been defined as a maximum <br /> <br />City Council/December 18, 2001 <br /> Page 15 of 28 <br /> <br />-89- <br /> <br /> <br />
