Commissioner Henke noted that this case was brought to the meeting at the request of one
Commissioner. She suggested it should be determined by the rest of the Commission whether
we even want to pursue it. She stated she would like to see a case put on a subsequent agenda
pertaining to how items get put on the agenda.

Commissioner Childs .questioned if Commissioner Deemer thinks there is a real benefit to the
Commission reviewing this entire chapter.

Commissioner Deemer responded that these are the rules we are operating under and we should
understand them.

Commissioner Swanson asked if Commissioner Deemer means he wants to review the Statute
and use it as a guiding document.

Commissioner Deemer stated he is concerned that the Commission all read and understand this
Statute the same way.

Attorney Goodrich offered that he also has a guide from the Minnesota League of Cities that he
could get out to the Commission.

The Commission determined that there really isn't anything to debate with regard to State Statute
410.

Commissioner Deemer reiterated that he feels it is a benefit for the Commission to read and
discuss this.

Motion by Commissioner Henke and seconded by Commissioner Ebel that the City Attorney
furnish the Charter Commission with the Study Guide from the LMC and that the
Commissioners could bring questions back about the Guide to the next meeting along with
Chapter 410

Motion carried.
