CASE # 2a <br /> <br />2001 ANNUAL STREET MAINTENANCE PROGRAM <br /> By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br /> <br />At tonight's meeting, public hearings will be held on Improvement Projects #01-01 through 01- <br />16, which will COlnprise the 2001 Annual Street Maintenance Program. A copy of the feasibility <br />study was originally presented at the February 13, 2001, Council meeting. A copy of the <br />feasibility study has been attached. The City performed its first sealcoating work in 1981, and <br />has had an annual program for addressing the preventative maintenance needs of its bituminous <br />streets since that time. A copy of the City's pavement history and street maintenance program is <br />illustrated in the attached table. <br /> <br />qi'hrough the 1990 program, it was the City's policy to assess the total cost of this program. <br />Beginning in 1991, the City changed policy, and now assesses 50 percent of the total project cost. <br />The City has a considerable investment in the 135 miles of paved roadway for which it is <br />responsible. It is estimated that the replacement costs of the bituminous and road base <br />approaches $10 million. In order to preserve the investment in its bituminous pavements, the <br />City has a maintenance goal of applying a sealcoat to new pavements, including overlays after a <br />five-year period and to reseal and overlay as needed at seven-year succeeding intervals. <br /> <br />This year's program consists of sixteen individual projects, covering 18.8 miles. Eleven projects <br />involve crack fill/sealcoat projects covering 14.3 miles of roadway. Five projects involve 1-~/2 <br />inch bituminous overlays. Projects have been aggregated by properties having similar lot sizes <br />and pavement conditions, usually by subdivision. Total project costs are then calculated for each <br />project and divided equally among the number of benefited propert!es. <br /> <br />In smmnary, the 2001 program to sealcoat and overlay 18.8 miles of City streets has a total <br />project cost of $423,918 with this cost being divided equally between the City and assessed <br />property owners. <br /> <br />Council Action: <br /> <br />Following the public hearing, the Council should direct any revisions to the feasibility study it <br />deems necessary as a result of the comments made at the public hearing, as the feasibility study <br />will serve as the basis for determining the work to be performed and the method in which costs <br />will be financed. Assuming no petitions are received from a majority of the benefited properties <br />opposing the improvement, the Council will be asked to order the projects at the May 22, 2001 <br />meeting. It is anticipated that contracts will be awarded at the June 12, 2001 Council meeting <br />and work will be performed during June through August.
