CASE #3 <br /> <br />CONSIDER SUBMITTING RAMSEY'S COMPREHENSIVE PLAN <br />TO THE METROPOLITAN COUNCIL <br /> By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />The City has been working on the 2020 Comprehensive Plan for the past four years. The formal <br />plan review began on October 4, 2000. The sixty-day review period ended on December 3, <br />2000, and the Metropolitan Council extended the review period for another 60 days, as provided <br />by law. During the City Council meeting of January 23, 2001, the City Council authorized staff <br />to request an extension and the Metropolitan Council agreed to extend the date until March 28, <br />2001. The City received a letter from the Metropolitan Council dated March 9, 2001, that stated <br />that all changes to the Comprehensive Plan must be received by March 14, 2001, to be <br />incorporated into the staff review record that the Metropolitan Council will review on March 28, <br />2001. The letter also stated that "unless additional changes are received, some elements of the <br />plan will be found inconsistent with the Regional Blueprint and considered a departure from the <br />regional plans, which will trigger the Council's alignment policy. This would make the <br />community ineligible for funds administered by the Council. In this case, it will no longer be <br />possible to continue supporting the Town Centre Opportunity site award". <br /> <br />The City Council made the original submittal of the Comprehensive Plan in December 1999, and <br />made subsequent amendments during the Council meeting of July 11, 2000 (minutes attached to <br />case). During the Council meeting of February 13, 2001, the City Council made further <br />amendments to the Comprehensive Plan and resubmitted them to the Metropolitan Council. <br />Since the last submittal of Comprehensive Plan changes, the City Council has met in work <br />session on February 20, March 1, and March 12. During the Council work sessions, a number of <br />compromises and concessions were made to the February 13 draft that addressed land use <br />designation, future industrial growth areas, future of a potential rail station/town center, <br />development around a proposed Mississippi .River bridge crossing interchange, and the inclusion <br />of a central planning area. <br /> <br />Staff was directed to add the changes discussed during the Council work sessions to the Council <br />agenda for consideration. <br /> <br />Council Action: <br /> <br />Motion to authorize preliminary approval to the Ramsey 2020 Comprehensive Plan subject to <br />Metropolitan Council review and comment. <br /> <br />Reviewed by: <br /> <br />Copies also distributed to: <br /> <br />City Administrator <br /> <br />Community Development Director <br /> <br />CC: 03/13/01 <br /> <br /> <br />
