CASE #: ~' <br /> <br />ADOPT ORDINANCE TO ESTABLISH MAINTENANCE REQUIREMENTS FOR <br /> INDIVIDUAL SEWAGE TREATMENT SYSTEMS (ISTS) <br /> By: James E. Norman, City Administrator <br /> Patrick Trudgeon, Principal Planner <br /> <br />Background: <br /> <br />On June 27, 2000, City Council adopted an ordinance to amend the septic system section of the City Code <br />to require homeowners to assess functionality of their systems at least every three years. A great deal of <br />discussion has taken place recently regarding the Individual Sewage Treatment Systems (ISTS) <br />ordinance. At a recent City Council work session held on January 23, 2001, city staff was directed to <br />develop an ordinance that more closely resembles the language required by Metropolitan Council for <br />communities within the seven county metro area. <br /> <br />Staffbrought forward a draft ordinance at the February 13,2001 City Council meeting for consideration. <br />The City Council instructed staff to add additional language that: 1) Clarifies what actions needed to be <br />done every three years; 2) Allows for additional time to correct a non-compliant system during the winter <br />months; 3) Creates a Ramsey Resident Septic Inspection Education System; and 4) Instructs staffto work <br />with residents in securing financial assistance in instances where financial hardship is caused by <br />complying with the ISTS regulations. <br /> <br />At the February 274 meeting, the City Council reviewed the proposed changes and introduced the <br />ordinance with the Ramsey Resident Septic Inspection Education System deleted from the proposed <br />language of the ordinance. <br /> <br />Observations: <br /> <br />In accordance with the City Charter, the ordinance is now eligible for adoption. <br /> <br />Recommendation: <br /> <br />City Staff recommends adoption of the enclosed ordinance. <br /> <br />Council Action: <br /> <br />Motion to adopt Ordinance #01- <br />treatment systems. <br /> <br />__ to establish maintenance requirements for individual sewage <br /> <br />Roll Call Vote: <br /> <br />Councilmember Terry Hendriksen <br /> Councilmember Susan Anderson <br /> Councilmember Patti Kurak <br /> Councilmember Jerry Zimmerman <br /> Mayor Thomas Gamec <br /> <br />Review Checklist: <br />Community Development Director <br />City Attorney <br /> <br />CC: 03/13/01 <br /> <br />-165- <br /> <br /> <br />
