Nothing has changed <br />with the plan and the developer's cooperation with the City still stands f'mn. <br /> <br />Jason Santers, 15200 Barium Street, Ramsey, stated that he was not present during the Council <br />meeting when the case was discussed and wanted to clarify that the concerns they had during the <br />previous Planning Commission meeting have been addressed with the extension of Cobalt Street. <br />He stated that he thinks the development would be an asset to their development and is not <br />opposed to the project. <br /> <br />Grant Rademacher, 14951 Zuni Street, Ramsey, Bill's Superette, stated that he has been working <br />with the developer for the past year and have endorsed the project. They would prefer Mike <br />Schneider as the developer over other developers. The City will be very pleased with the <br />product. Bill's Superette has agreed to dedicate the 60 feet for the extension of Cobalt Street at <br />no charge to the City. In regards to outlot A, the developer needs the outlot for snow' storage. <br />Bill's Superette does not intend to use the outlot as an access; only to keep a good site view for <br />the store from St. Francis Boulevard. <br /> <br />Community Development Director Frolik inquired if Bill's Superette would be willing to <br />dedicate right, of access to the state. <br /> <br />Mr. Rademacher replied that that has not been discussed. <br /> <br />Rick Kreyer, 15180 Barium Street, Ramsey, stated that the engineer and the developer have been <br />very respectful of the concerns of the neighbors. 'He is in support of' the plan. The only concern <br />he had was with minor trafficking, not because of the development, but because of the location. <br />He inquired if it would be possible for the City to install some type of "No Thru Traffic" signs on <br />the street. <br /> <br />Acting Chairperson Johnson requested that staff forward the comments on signage to the City <br />Engineer. <br /> <br />Mike Schneider, Developer, stated that the one thing the City needs to consider is that they have <br />worked with the neighbors to achieve something that works with the neighborhood and if they <br />were not going through a plat process, none of the concerns of the Council would be an issue. <br /> <br />Acting Chairperson Johnson stated that the development is consistent with the thinking for a <br />density transition ordinance. He expressed concern over the City losing this development and <br />then having a new developer come in with something less desirable. <br /> <br />Motion by Commissioner Wivoda, seconded by Commissioner Reeve, to recommend that City <br />Council adopt the proposed resolution to approve the preliminary plat and site plan, for Orchard <br />Hills contingent upon compliance with City staff review letter dated December 1, 2000. <br /> <br />Planning Commission/February 6, 2001 <br /> Page 9 of 10 <br /> <br />-25- <br /> <br /> <br />
