I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br /> <br />recent City Council work session held on January 23, 2001, City staff was directed to develop an <br />ordinance that more closely resembles ~he language required by Metropolitan Council for <br />communities within the seven county area. <br /> <br />City Attorney Goodrich referenced a memo from Richard Thompson, Met Council, dated <br />January 31,2001, which stated the legal precedent for requiring an ISTS system. <br /> <br />Councilmember Hendriksen stated that he personally has been given the Statute that the Met <br />Council is referring to and it seems to him that they are making the demand out of "thin air". <br />The contention that he has is that if the City is to do this and impose this burden on the citizens <br />of Ramsey the Council ought to get concessions from the Met Council. He stated that there are <br />things the Met Council wants from the City and there are things the citizens want from them. <br /> <br />Mayor Gamec replied that not protecting the environment is not smart-government. <br /> <br />Councilmember Hendriksen replied that Obviously he respects those-things and thinks that the <br />MPCA that guides State Statute 7080 have done that. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Kurak, to introduce an <br />ordinance amending section 8.30.02A "Sewage Disposal Systems" of City Code. <br /> <br />Further discussion: councilmember Hendriksen stated that the ordinance should read <br />"pump/clean/or inspect" rather than "pump/clean" and that there should also be language stating <br />that it is difficult to dig up a system in January. <br /> <br />Motion by Councilmember Anderson, seconded by Mayor Gamec, to amend the ordinance to <br />read "pump/clearffor inspect". <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Kurak, <br />and Zimmerman. Voting No: None. <br /> <br />Further discussion: City Attorney Goodrich recommended tabling action for further review of <br />language pertaining to winter months and hardship. <br /> <br />Motion by Councilmember gmderson, seconded by Mayor Gamec, to table action. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Kurak, <br />and Zimmerman.
