Community Development Assistant Wald stated that on October 11, 2000 the City received an <br />application from Cathleen Artman for a conditional use permit to establish a massage therapy <br />service in her home. The property is located at 14651 Neon Street NW and zoned Single Family <br />Residential. Cathleen Artman is proposing to establish a massage therapy business in her home. <br />Cathleen is a certified and insured massage therapist who will be the sole employee and expects <br />to service a maximum of five clients per week. She is requesting to service clients Monday - <br />Saturday with operation hours of 9:00 a.m. to 9:00 p.m. Cathleen would.mainly be servicing <br />friends, family, and neighbors. Mrs. Artman does not intend to advertise her business or take in <br />any clients that she does not know on a personal basis. City Code restricts home occupations to <br />20% of the gross floor area of the home. The room where the home occupation will be <br />established is 144 square feet (12 x 12), which equates to approximately .04% of the gross floor <br />area. The City has issued Conditional Use Permits for home occupations in the past. City staff <br />recommended approval of Cathleen Artman's request for a conditional use permit to operate a <br />massage therapy service in her home. <br /> <br />Citizen Input <br /> <br />Chairperson Nixt inquired in regards to that statement that Ms. Artman would see five clients per <br />week. <br /> <br />Cathleen Artman, 14651 Neon Street NW, Ramsey, stated that she wants to be able to give <br />massages to family members and friends within the legal limits and the City of Ramsey does not <br />have any specific laws in place and so this was the route she chose to take in order to protect <br />herself. She explained that she is fully employed outside of the home and this would not be an <br />advertised business. <br /> <br />Steve Christensen, 14650 Neon Street NW, Ramsey, stated that his concerns were regarding <br />signage, advertisement of the business, and making sure that there would be no on-street parking. <br /> <br />Community Development Assistant Wald noted that signage and street parking is prohibited as <br />part of the conditional use permit for a home occupation. <br /> <br />Mr. Christensen inquired if the applicant would be required to go through the conditional use <br />permit again if she chose to make her home business a full-time business. <br /> <br />Chairperson Nixt replied no, explaining that the conditional use permit will allow her to have the <br />business at her home as long as she complies with the terms of the permit. <br /> <br />Mr. Christensen inquired if the conditional use permit would have an expiration date. <br /> <br />Community Development Assistant WaId explained that a conditional use permit runs with the <br />life of the property. <br /> <br />Planning Commission/November 6, 2000 <br /> Page 5 of 21 <br /> <br />-Il- <br /> <br /> <br />
