Minnesota DePartment of Transportation

Metropolitan Division
Waters Edge
1500 West County Road B2
Roseville, MN 55113

December 26, 2000

Ms. Sylvia Frolik .,
City of Ramsey " .. ~ .
15153 Nowthen Boulevard-Northwest ".- -
Ramsey, Minnesota 55303

Subject: ' Homestead :- NIh/DOT Review File # S00-066
Southeast Quadrant of Trunk Highway (TH) 47 and 153~d Avenue Northwest
Ramsey, Minnesota
Control Section 0206 ' ..' ..

Dear Ms. Frolik:

Please be advised that the Minnesota Department of Transportation Grin/DOT) has reviewed the
:. bore referenced site plan. Before any further development, please address the following issues:

· The City should approve the plan subject to removing all existing access on TH 47 including
the driveway that serve the existing home (i,e., farmstead property). Please direct questions
concerning these issues to Lars Impola (763-797-3 !.26) of Mn/DOT's Traffic section.

· The proposed development will drain into Ponds 1 and 2 which are located within iVin/DOT
right of way and therefore will require a drainage permit. The proposed development will need
to maintain existing drainage rates, and quantities must be perpetuated for tO and 100-year
storm events. The Mn/DOT drainage permit wilI need to include before/after hydraulic
computations that' show exigting and proposed conditions. Please direct questions concerning
these issues to Benjamin Timerson (763-797-3055) of Mn/DOT's Water Resources Section.
Any impact to Mn/DOT right of way will .require a permit. Questions concerning permit
applications including grading perm/ts should be directed to Keith Van Wagner (651-582-
1443) of Mn/DOT's Permits Section.

Mn/DOT's policy is to assist local governments in promoting compatibility between land use
and highways. Residential uses located adjacent to highways often results in complaints about
traffic noise. Traffic noise from this highway could exceed noise standards established by the
Minnesota Pollution Control Agency, the U.S. Department of Housing and Urban
Development and the U.S. Department of Transportation. ~vLn/DOT policy regarding
development adjacent to existing highways prohibits the expenditure of highway funds for
noise mitigation measures. The project developer should assess the noise situation and take the
action deemed necessary to minimize the impacts of any highway noise. Please direct questions
concerning Mn/DOT's noise policy to Jim I-Iansen (651-582-1392) of Mn/DOT's
Transportation Planning section.

An equal opportunity employer

-247-
