-264- <br /> <br />Council. The building exteriors are proposed to be a combination of brick and integrally <br />treated rock faced concrete masonry units, stucco and Spectra-Glaze II Block. The <br />proposed materials comply with City Code. <br /> <br />An eight (8) foot bituminous pedestrian trail will be constructed parallel to State Highway <br />#47 and a five-foot concrete walkway currently exists along Xkimo Street. <br /> <br />The Landscaping Plan meets City standards provided that the proposed Norway Maple be <br />replaced with a species that is recommended in the City of Ramsey. Norway Maples are <br />not a species that survives well in the City of Ramsey's soils. The Applicant will need to <br />obtain MnDot's approval for any plantings located in the Highway #47 right-of-way. <br /> <br />The site will derive two (2) access points from Xkimo Street. <br /> <br />Minnesota Department of Transportation (MnDot) submitted a letter of comment in <br />regard to the proposed accesses and drainage on the subject .property. MnDot is <br />suggesting that the access closest to Highway #47 be at least 300 feet from' the <br />intersection. As an alternative, the City Engineer is requiring that the existing center <br />median along Xkimo Street be extended to ensure that the access closest to Trunk <br />Highway #47 provides only ingress movement. The City Engineer is requesting that the <br />westerly curb of this proposed access be extended westerly in order to provide for a <br />greater buffer between pedestrians and vehicles. <br /> <br />The proposed grading and drainage plans are subject to review and approval of the Lower <br />Rum River Water Management Organization and MnDot. The. applicant is also <br />responsible for obtaining any other permits required by other regulatory agencies. <br /> <br />The Board of Adjustment approved a variance request by Lyndale Terminal Company to <br />the 20- foot green-space requirement along Highway #47 on December 5, 2000. <br /> <br />The Planning Commission recommended that the City Council deny the rezoning request <br />from B-1 to B-2 business and proposed site plan for a Holiday gas station at their <br />December 5, 2000 meeting. <br /> <br />The City Council met on December 12, 2000 and introduced an ordinance amendment to <br />change the existing B-1 Business zoning to B-2 Business which will allow gaSoline sales. <br />The City Council also approved the final plat for Holiday Acres. The City Council sent <br />the site plan back to the Planning Commission for their review and recommendation, <br /> <br />The Planning Commission met on January 2, 2001 to review the proposed site plan for a <br />Holiday gas station.
