'1 RICAN
TOWER

November 9, 2000

I
I

City of Ramsey
Planning Department: ATTN Sylvia
[5153 Nowthen Boulevard NW
Ramsey, MN 55303

I
I
I
I
I
I
I
I
I

RE: CUP Application materials for a 175' Self-Supporting Communications Tower

Dear Mr. Nelson:

I have attached a Conditional Use Permit (CUP) application, a check in the amount of $400.00, and
supporting documents on behalf of property owner Bruce Volk (14165 Ramsey Blvd NSV, Ramsey, 1VfN
55303) Verizon Wireless, and American Tower Corporation (ATC) to construct a 175-foot self
supporting communication tower in part of the SW ~/4 of the SW ¼ of Section 27, Township 32N, Range
25W (Complete legal description included). The proposal is generally located on the North side of US
Highway l0 and East side of County Road 56 (Ramsey Blvd). The tower itself will be placed East of the
existing transmission repair building and North of the Burlington Railway Line. Since the tower will not
exceed 200-t'eet, the Federal Aviation Administration (FAA) does not require any lighting on the tower;
therefore no lighting will be provided.

The lease area for this project is 100-feet by 100-feet, which equates to approximately .23 acres. Within
this leased area there will be a 60' x 60' compound that contains the tower base, a 12' x 20' equipment
shelter and a power/telco panel. This compound will not impede the normal development/improvement
of the surrounding property because the facility will be secured in a six (6) foot chain link fence with
three (3) strands of barbed wire. The compound i.s. also equipped with a 14' wide double swing gate that
includes a security latch and lock.

American Tower Corporation, publicly traded on the New York Stock Exchange, is the leading
independent owner and operator of wireless communications towers in the United States. ATC's primary
business is the leasing of antennae sites on multi-tenant towers to a diverse range of wireless
communications industries, including personal communication services, paging, cellular, as well as radio
and television broadcasters. We operate approximately 10,000 towers nationwide. Please note this 175-
foot self-support tower will be suitable to hold additional wireless communication carriers in addition to
Ver/zon Wireless.

Along with our application I have included a variety of attachments (!e~ers, plans, maps, etc;) showing
where our tower is proposed to be located and various information regarding the tower. After talking
with you last week and following your meeting/deadline schedule (this schedule is very helpful by the
way), it's my understanding that our Conditional Use Permit application will be heard before the Ci.ty of
Ramsey Planning Commission on December 5~'' and the City Council on December 12th. If this
process/schedule differs from your expected process/schedule, please contact me as soon as possible so
we can make different arrangements.

AMERICAN rOWER CORPORATION A 9472 HEMLOCK LANE NORTH, MAPLE GROVE, MINNESOTA 55369 A. 612/493-0027 & FAX f12/493-0036

-149-
