! <br />I <br /> <br />CONSIDER PETITION REGARDING IMPROVEMENT PROJECT//99-67 <br />(MISSISSIPPI RIVER STORMWATER SUBDRAINAGE DISTRICT NO. 1) <br />By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />On January 9, 2001 the attached petition was presented to the City Council requesting <br />that the City not construct the storm sewer project and drop the eminent domain action <br />acquiring drainage easements along the border of their properties with the railroad to <br />:facilitate this storm sewer. The following is a brief history of this project: <br /> <br />On September 1999 the City Council ordered staff to initiate the creation of a storm <br />water sub-district which would service the area between Highway #10 and the <br />railroad tracks, the eastern City limits and County Road #57. This area was selected <br />because of these man made features. Providing a storm sewer crossing of these <br />highways becomes a very significant expense because of the long distances which <br />must be traversed a through an expensive trenchless construction: Overall cost to <br />provide service to this area could be minimized by limiting the number of such <br />borings. <br /> <br /> On November 9, 1999 an ordinance was introduced following a required public <br />hearing for the creation of such a drainage sub-district. Subsequently the ordinance <br />was adopted on February 22, 2000 effective in March 2000. <br /> <br />o <br /> <br />On January 25, 2000 the City Council ordered the preparation of a feasibility study on <br />the least costly of five different schemes for providing storm sewer to this district. <br />The five options ranged in cost from $391,000 to $470,000. <br /> <br />Feasibility Study was prepared in January 2000 identifying the improvement costs <br />and financing of the most cost effective of the five. alternatives for providing storm <br />sewer service to this area. <br /> <br />5. The City Council ordered the project of April 11, 2000 following a required public <br /> hearing on the project. <br /> <br />o <br /> <br />A contract in the amount of $265,517.66 was awarded to Meadowvale Construction <br />on September 27, 2000. The project was phased into two segments; the eastern <br />portion for which easements were available and the greatest immediate project need <br />exists, and the western portion where easements will be secured in April 2001. <br />Construction began in October 2000. The first phase which has a bid price of <br />$128,929.20 should be substantial complete except for restoration within 'two weeks. <br />Phase two has been anticipated to start in the spring as soon as frost-conditions will <br />allow. <br /> <br />-205- <br /> <br /> <br />
