They are trying toerun an effi~cient, clean operation. Their operation is on Lots 1, 2, 3 and 4, Block 4, Gateway N°rth:industrial"Park 2 and they were approached several months ago by the City's appraisor,,r~garding ex[ending 141s~ Avenue as a public street and City services between their lots 1 and J' ai~'d until noW,:'~e¥ have heard nothing more. They are concerned that the noise and visua!' :.aS~ects,:0f the scrap yard will become an issue fbr businesses developing west of their site in the ne~ industrial 'parkl '~ It appears that the City is approving a plat with no access because what is suppc~e~ t.o, be 14t~ Avenue is private property that has not been acquired. In addition, if 141~ were extended as public street to the east to intersect with Basalt, a very expensiv,,e scale and building access at. The City is not out to putpeople out of business, but we do want to protect our interests. Ms. Frolik noted that because St. Paul Terminals is purchasing the property on a contract for deed, Mr. Karst is still listed as the fee title owner and that is why the hearing notice was sent to Planning Commission/January 2, 2001 Page 8 of 15 -24-
