-166-

Phillip Rolfe
4869 142"d Lane NW
Ramsey, MN 55303

Ramsey City Council
15153 Nowthen Blvd. NW
Ramsey, MN 55303

February 2, 2001

Dear Sirs;

I am writing to oppose the extension of the concrete median on the eastern leg of
the intersection of Trunk Highway # 47 and County Road # 116.

I live in the Rivers Bend subdivision and exit on 142"d Street. I need to turn left
to get to work in Anoka. There are many times of day when it is nearly impossible to
make a left turn to get out of our subdivision. If everyone using Rivers Bend Plaza that
wishes to go left on County Road # 116 was required to drive over to 142nd Street to take
a left on Hwy # 47, it would make a bad situation even worse. If the city had put a traffic
light at the corner of 142"d Street and Trunk Highway # 47, then this would not be such a
problem. However, if the traffic is just moved to a different uncontrolled intersection at
142"d Street, you will only succeed in moving traffic accidents aroUnd the corner as
frustrated drivers try to squeeze across the intersection.

I believe there are two appropriate solutions to this problem. One is to put a
traffic light at the intersection of 142"d Street and Highway # 47. The second would be to
prohibit right turns on red at the intersection of Highways 47 and 116 and Hwy 47 and
Nowthen Blvd and set the timing of lights at both controlled intersections so there is a lull
in traffic to allow drivers to safely exit the subdivision.

Sincerely,

Phillip Rolfe

I
I
I

I
I
I
I
I
I
I
I
I
I
I
I
i
I
I
