CASE # lO <br /> <br />AUTHORIZE AGREEMENT WITH LEONARD W. LEVINE & ASSOCIATES, INC. <br />FOR CONSULTING SERVICES <br /> By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />Leonard W. Levine has performed a variety of consulting services to the City since late 1999. <br />Levine's services have primarily been transpoi-tation orientated due to his expertise in <br />transportation and his having served as the State Commissioner for the Minnesota Department of <br />Transportation. <br /> <br />During the Council work session of January 26, 2001, the Council directed the City <br />Administrator to negotiate a transportation agreement with Mr. Levine to represent the City of <br />Ramsey as project manager for the Metropolitan Council's Smart Growth Opportunity Site <br />Grant. On the terms of the controlled arrangements, Mr. Levine will ensure that the development <br />factors such as infrastructure, public facilities, development potential, and transportation <br />implications are in the best long range interest to the City of Ramsey. A copy of the proposed <br />agreement is attached for your review. <br /> <br />Mr. Levine will be compensated at the rate of $2,000 a month. It is anticipated that Mr. Levine <br />will average twenty hours per month, although it is anticipated that some periods of busy activity <br />could reach approximately forty hours a month. Some months of activity could be much less. <br />Funding for Mr. Levine will be budgeted from the Council's contingency account. <br /> <br />Council Action: <br /> <br />Motion to direct the City Administrator to enter into an agreement with Leonard W. Levine & <br />Associates, Inc. for consulting services to assist with the Metropolitan Council's Smart Growth <br />Opportunity Site Grant. <br /> <br />and - <br /> <br />Motion to adopt Resolution #01-02-XXX transferring $22,000 from the Council Contingency <br />Fund tot he budget of Community Development. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />City Attorney <br />Finance Officer <br /> <br />CC: 02/13/01 <br /> <br />-193- <br /> <br /> <br />
