Xkimo Street. Lyndale Terminal Company is proposing a 24-hour convenience store with/a'~ar <br />wash and gasoline service. The proposed building exceeds the required front, rear, and Sidb y~rd <br />setbacks established in the Business district. City Code requires a 20-foot gre~n~PaCe area <br />adjacent to all public streets. City Code restricts lot coverage to 35 percent of thelot~area; the <br />site plan is proposing an 8.5 percent tot coverage. In accordance with City C0de!~il dr~5~'~eways, <br />off-street parking and maneuvering areas are proposed to be surfaced with NtUminous P'~'i;ement <br />and finished with B-6/12 concrete curbing. City Code requires a minimu~ °f26 parking s:iS~des~, <br />for the facility and 33 are proposed. City Code specifies that extedorwall finishes shall <br />of natural or prefabricated brick or stone or pre-cast concrete pa~i~}~iii'Or so~e Other material <br />approved by City Council. The building exteriors are proposed,Tt0~b'e a d'¢mbination of brick and <br />integrally treated rock faced concrete masonry units, stucco' aria Spectra2Dlaze II block. The <br />proposed materials comply with City Code. An eight fq0~i'lSituminous pedestrian trail will be <br />constructed parallel to T.H. #47 and a five foot concrete Walkway currently exists along Xkimo <br />Street. The Landscaping Plan meets City standards provided that the proposed Norway Maple be <br />replaced with a species that ts recommended in the City of'Ramsey. 'Norway Maples are not a <br />species that smwives well in the City of Ramsey soils. The applicant will need to obtain <br />MnDOT's approval for any plantings located in the T.H. #47 righ't:0~-way. The. site will derive <br />two access points from Xkimo Street~.. MnDOT submitted a letter ofe0mment in regard to the <br />proposed accesses and drainage on the subject property MnDOT is suggesting that the access <br />closest to T.H. #47 be at least 300 feet fron5 the intersection. As an alternatlve'i the City Engineer <br />is requiring that the existing ce~ter m~dian al0h~-Xkimo, Street be extended to ensure that the <br />access closest to T.H. g47 prox)ides only.!ngress movement, -The Ci~ Engineer is requesting that <br />the westerly curb of this proposed access be extended Westerly in 6rder to provide for a greater <br />buffer between pedestrians and vehicles. The...prePosbd gradiri'i~ and drainage plans are subject to <br />review and approval of the Lower Rum River: Water Managbment Organization and MnDOT. <br />The applicant is 'alsoresPonsibte for obtait~}ng any other permits required by other regulatory <br />agencies. The. Board of AdjUStment approved,a-'~ariance request by Lyndale Terminal Company <br />to the 20 foot green-space requirement along 'T.t-E-,-#47 on December 5, 2000. The Planning <br />CommisSien recommended that the City Counci~ deny the rezoning request from B-1 to B-2 <br />business a/id proposed site Plan for a Holiday/: gas station at their December 5, 2000 meeting. <br />The City Council met On December.:12, 2000 and introduced an ordinance amendment to change <br />the existing B-I BUSiness zoning to B'25~; Business which will allow gasoline sales. The City <br />'OeUhcil also approWd the final plat for Holiday Acres. The City Council sent the site plan back <br />t0 the~P!aiming Commis~i°n fro:their review and recommendation. The Planning Commission <br />met on J~n~ 2, 2001 to revjew the proposed site plan for a Holiday gas station. The site plan <br />was not subject_to a publi~: hearing, however the Planning Commission heard from one resident <br />opposing the'P~r~Sposed 24 hours of operation for the convenience/gas station.
