February l3,2001

Sylvia Frolik
City of Ramsey
15153 Nowthen Boulevard NW
Ramsey, MN. 55303

COUNTY OF ANOKA
Public Services Division
HIGHWAY DEPARTMENT
1440 BUNKER LAKE BLVD. N.W., ANDOVER, MINNESOTA 55.3..04-4005
(763) 862-4200 FAX (763) 862-4201 /
JANE K. PEMBLE, TRAFFIC ENGINEER ,."' ~X'
DIRECT DIAL NUMBER (763) 862-4231 .,/' .. The necessary clearing and grading will likely be accomplished as a part of
the construction of the pond to be built in this area. The City and the Developer shall ensure that all
applicable sight distance requirements are met for this development, as well as within the northwest
quadrant of CSAH 57 and McKinley Street NW. Please note that no trees or other plantings are permitted
within the county right-of-way. Care must be exercised when locating signs, plantings, berms and etc
outside of the county right-of-way, so as not to create any sight distance obstructions for this site.

Since this site is adjacent to a city street, no access points onto CSAH 57 are to be approved. This site is
large enough to accommodate a satisfactory internal traffic flow scheme, and all access for this site is to be
made via McKinley Street NW only. If the City of Ramsey approved direct access for this site onto CSAH
57 contrary to.our recommendation, the access point should be located near the north end of the property to
where it would line up directly opposite of Sunfish Lake Court.' There are several existing
driveways/entrances from previous property uses within the boundaries of this plat that shall be removed as
a part of this development. The right-of-way at each of these locations shall be restored to match the
existing ditch section along CSAH 57. Right-of-access along CSAH 57 is to be dedicated to Anoka
County,

Calculations must be submitted along with a ~ading and erosion control plan that delineates the drainage
areas for this site. The post-developed rate/volume of runoff shall not exceed the pre-developed
rate/volume of runoff for the 1 O-year, 24-hour storm, utilizing the "SCS Method." Any existing culverts
from the in-place driveways along CSAH 57 are to be removed and the ditch re-graded to drain in the same
direction as the.existing conditions.

A permit for work within the county right-of-way is required and must be obtained prior to the
commencement of construction. Contact Roger Butler, Traffic Engineering Coordinator, or Josie Scott,
Permit Technician, for further information regarding the permit process. The installation and maintenance
of any permanent traffic control devices within the county right-of-way will be coordinated and completed
by this department as a part of the permit process.

Affirmative Action/Equal Opportunity Employer -107-
