Look into the drainfield observation risers to assess the presence of <br /> effluent at both the beginning and end of each trench being <br /> utilized. <br /> i. If the distribution system is a mound system with pressure <br /> distribution, the resident shall be trained to determine the proper <br /> operation of the pump and dosing tank <br /> <br /> 2) A Maintenance Inspection Report is filed with the City on forms <br /> supplied by the City and reviewed by the City Building Official. <br /> 3) In the case that City Building Official determines that the on-site <br /> septic system conforms to Chapter 7080, Minnesota Rules, no <br /> pumping or Pumping Report shall be required. <br /> 4) In the case that the Maintenance Inspection Report or the City <br /> Building Official determines that pumping is required, the homeowner <br /> shall comply with this Section. <br /> <br /> g. Financial Hardship. In cases where financial hardship is caused by <br /> adhering to the requirements of this section, City staff shall work with residents to <br /> identify sources of financial assistance. <br /> <br />SECTION 2. SUMMARY <br /> <br />The following official summary of Ordinance #01-__ has been approved by the City Council of <br />the City of Ramsey as clearly informing the public of the intent and effect of the Ordinance. <br /> <br />It is the intent and effect of Ordinance #01-__ to amend Ramsey City Code Chapter 8 (Building <br />and Housing) to require pumping/cleaning or inspection of individual sewage treatment systems <br />at least every 3 years by a licensed pumper, require mailed notice to affected property, to allow <br />for the requirement of pumping/cleaning every three years to be waived if a Maintenance <br />Inspection Report is filed with the City showing compliance Chapter 7080, authorizing the City <br />to order the pumping/cleaning of the ISTS in cases where the property owner does not comply <br />with the ordinance, creating a Ramsey Resident Education Program and to allow for Ramsey <br />residents to inspect their septic systems upon completing the program, and require City staff to <br />work with Ramsey residents facing financial hardship in complying with this ordinance in <br />securing financial assistance. <br /> <br />SECTION 3. EFFECTIVE DATE <br /> <br />The effective date of this ordinance is thirty (30) days after its passage and publication, subject to <br />City Charter Section 5.07. <br /> <br />Adopted by the Ramsey City Council the ~ day of <br /> <br />,2001. <br /> <br />-185- <br /> <br /> <br />
