If the distribution system is a mound system with pressure distribution, the resident shall be trained to determine the proper operation of the pump and dosing tank 2) A Maintenance Inspection Report is filed with the City on forms supplied by the City and reviewed by the City Building Official. 3) In the case that City Building Official determines that the on-site septic system conforms to Chapter 7080, Minnesota Rules, no pumping or Pumping Report shall be required. 4) In the case that the Maintenance Inspection Report or the City Building Official determines that pumping is required, the homeowner shall comply with this Section. g. Financial Hardship. In cases where financial hardship is caused by adhering to the requirements of this section, City staff shall work with residents to identify sources of financial assistance. SECTION 2. SUMMARY The following official summary of Ordinance #01-__ has been approved by the City Council of the City of Ramsey as clearly informing the public of the intent and effect of the Ordinance. It is the intent and effect of Ordinance #01-__ to amend Ramsey City Code Chapter 8 (Building and Housing) to require pumping/cleaning or inspection of individual sewage treatment systems at least every 3 years by a licensed pumper, require mailed notice to affected property, to allow for the requirement of pumping/cleaning every three years to be waived if a Maintenance Inspection Report is filed with the City showing compliance Chapter 7080, authorizing the City to order the pumping/cleaning of the ISTS in cases where the property owner does not comply with the ordinance, creating a Ramsey Resident Education Program and to allow for Ramsey residents to inspect their septic systems upon completing the program, and require City staff to work with Ramsey residents facing financial hardship in complying with this ordinance in securing financial assistance. SECTION 3. EFFECTIVE DATE The effective date of this ordinance is thirty (30) days after its passage and publication, subject to City Charter Section 5.07.
