Mayor Tom Gamec <br />Ra~.:-nsey Municiple Center <br />15153 Nowthen Boulevard NW <br />Ramsey MN 55303 <br /> <br />Dear Mayor Garnet: <br /> <br />January 24, 2001 <br /> <br />My husband and I had the opportunity to view the City Council Meeting on January 23, <br />regarding re-zoning and development of the Pehlke Property. Dudng this council <br />meeting there was discussion of a needed drainage easement to direct the flow of water <br />between wetlands, it was suggested that one possible route (in an effort to save manx <br />35 year old pines trees) would be a storm sewer pipe down Helium Street and 150"' <br />Lane. <br /> <br />We believe this would be a great opportunity to bdng all of the Public Utilities - Water, <br />Sanitary Sewer, and Storm Sewer through Pondvale Estates'2"~ Addition. This way the <br />streets would only be tom up once. We requested this project several times during the <br />decade of the 1990's (i.e. Feasibility Report for Project ¢92-22) and yet we are still <br />waiting for the Public Utilities to come past our property. The basis for this project is a <br />Performance Contract that you signed, as Mayor, dated November 2, 1984, Plat <br />¢658193. <br /> <br />Some of the people on Helium' Street and 150"' Lane wilt want to take advantage of <br />Ramsey City Charter section 8.6; should the city coundl proceed with a Public Utilities <br />project. I have talked several times with our Representative at the Minnesota House, <br />Kathy Tingelstad, who sits on the Environmental and Natural Resources Finance <br />(lottery proceeds) Committee. She has assured me that funds may be available to <br />finance a water and 'sewer .project through our neighborhood while allowing the <br />residents to use charter section 8.6 to temporarily "opt out' of such a project, thereby <br />maintaining green space. <br /> <br />Should City Engineer Steve Jankowski believe this project to be an acceptable way to <br />alleviate the drainage easement situation related to the re-zoning and development of <br />the Pehlke property, we would like to ask that it be considered on Agenda by the City <br />Council.
