City of Ramsey
151.53 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303

Case #00-13

PHONE: (612) 427-1410 FAX (612) 427-5543
TDD (612) 427-8591

I
I
I
I
I

I
I
I
I
I
I
I
I
!
I
I

April I 1, 2000

Owner/Occupant
8820 18Ist Ave.
Ramsey, IViN 55303

Re: Horses

Dear Owner/Occupant:

It has come to the City's attention that you may be keeping too many horses on your property.
You may not be aware, but the City of Ramsey does have an ordinance that establishes
regulations fbr keeping horses. Basically, the number of horses you may keep on your
property depends on the size of your property. Parcels under 1.5 acres in size are not eligible
for horses. A special permit approved by the City Council is required to keep 1 or 2 horses
on parcels from 1.5 to 2.9 acres in size. No special permit is required to keep horses on
parcels 3 acres and greater in size. If the parcel is 3 acres in size, it is entitled to 2 horses and
1 additional horse is permitted for every additional ½ acre over 3. Therefore, you may have 3
horses on 3.5 acres, 4 on 4 acres, 5 on 4.5 acres, 6 on 5 acres, etc.

According to our records, your property is 2.5 acres in size and you may keep a maximum of
2 horses provided you have obtained a conditional use Permit from the City. It app.ears that
you are keeping 2 horses on your property absent of a conditional use permit. If our
information is incorrect, please contact us as soon as possible to resolve this issue. If our
information is correct, then you have a couple of options.

a)
b)

Eliminate the horses being kept on the property.
Apply for a conditional use permit to maintain horses on a parcel less than 3
acres in size.

The request for a conditional use permit requires submittal of a $100.00 non-refundable
application fee and a $300.00 cash escrow deposit. The escrow deposit of $300.00 is used to
cover City Staff costs incurred in processing your application. If at the completion of-your
application process there are any funds remaining in that escrow account, you will receive a
refund. Likewise, [f the processing costs exceed $300.00, you will be responsible for the
balance due, whether your request was approved or denied. The application is reviewed, by

-67-
