The City has now
become the complainant.

The Horse Ordinance states that maintaining horses on lots of record less than 3 acres in size require a
Conditional Use Permit.

On April 11,2000 the City sent a letter notifying the owners that there was a violation of Ramsey City
Code 5.09.05 Horses and gave solutions to remedy the situation.

The City received a phone call from Theresa Dahlheimer stating that they were renting 3.4 acres of their
neighbor's property and she believed they were grandfathered in.

In regard to renting acres from a neighbor, the horse ordinance calculates the number of horses allowed on
a parcel by the size of the Homeowners lot of record..

If you have any questions on the above statements please fee[ flee to give me a call at 427-1410. Also for
. your information as of Tuesday, October 24, 2000 the City will have an appointed Horse Care Board
Commission ready to begin meeting in November of 2000.

Thank you, _ I

Megan Wried
Communi~ Development Assistant

I
I
I
I
I
I
I
I
I
!
I
