Case #2: Request for Sketch Plan Review of Royal Oaks Property; Case of Royal Oa~ <br /> <br /> Principal Planner Trudgeon stated that Mike Black of Royal Oaks Realty has app~edi for sketch <br /> plan approval to develop 86.71 acres on the corner of Dysprosium S~e~ ~;'i~bwthen <br /> Boulevard. Royal Oaks Realty is proposing to develop 71 single family::.i~t~'~152 t°~Ome <br /> units, and 85 apartment units on this property. The property was removeff:fi'6m the develo~nt~ <br /> moratorium on February 16, 2001. The property is currently zoned R-:I Si~ie:Eamily and <br /> Business. The applicant will be asking for a rezoning of th~'Pr°~ to~'~Planned <br /> Development (PUD). The draf~ Comprehensive Plan shows~-::I~'"~re~.~ being high density <br /> residential along Dysprosium Street, medium density residen~i ~long Nc~hen Boulevard, and <br /> low density residential on the western portion of the prop .eztY~-?~e prope~ contains 86.71 acres <br /> with 28.02 of these acres classified as wetlands. The:~{¢~ plan sho~'~.ia~ gross density of 3.55 <br /> units per acre. When the wetlands are factored, out, ~- ~bt ~sity. for ~i;WhOle::. . development is <br />5.25 units per acre. The single-family lots abut urba~ size ~denti~ [6~ td:::the north and west <br />and two large single family lots to the south that are buffere&~ ~hands. The single-family <br />lots ail meet the minimum dimensional and area requirements with th~ ~xception of. Lot 6, Block <br />1, which is deficient in lot width. The !ownhomes will be adjacent t~::~e new~:::~i~ke-family lots <br />and a large single-family lot along N0~en Bpulevard. The apartment~ ~:i!~ ~ ~cross the street <br />form the newly constructed se~Pf ~pai:t~'nt~:'huil~g. Staff would prefer that most of the residents <br />~:?¢:7 '~d:;~e access on~bi~owthen Boulevard. All public and private streets shall be named in <br />~);;'~"~n~aiace with the ~i~ .s;:-"- st~.eet grid pattern. The Preliminary Plat should show how the <br />proposed:~¢~S points ori'~S~:#5 and Dysprosium Street line up in relation to the uses across <br />the right-of-way, The recenfi~ adopted sidewalk ordinance calls for sidewalk to be installed on <br />all roads exceP~l-de-sa~ The concept plan does show a continuation of the City trail system <br />through this prOPerty. The Park Commission will review this in further detail. Site Plan review <br />of the apartmeTM_ and town.homes will be done at the same time as the rezoning and plat review <br />':t: ;,j'.- ..is being condti~ed. The townhomes are proposed as eight-unit buildings. The apartment <br />'%¢ui)ding isPr0posed to be a cooperative senior housing and will be a three-story structure. <br />GlUing and drainage, traffic generation repons, Site improvements, etc., will be addressed in <br />dei~ii: ~::bart of the preliminary plat and rezoning process.
