REPORT FROM PUBLIC WORKS COMMITTEE
By: Public Works Staff

CASE #:

Background:

The Public Works Committee met on Tuesday, March 20, 2001 and discussed the following four
cases:

Case gl: Review Pehlke Estate Easement

This case was prepared to provide some indication to David and Betty Pehlke as to whether the
City would require the widening of a standard five foot drainage and utility easement to a ten
foot easement in anticipation of a future drainage pipe.

At the meeting, however, the City Administrator requested a thirty-day delay in addressing this
issue so that a study of the immediate vicinity can be prepared. The City administrator pointed
out that numerous neighborhood issues have arisen, some only within the past few days. These
issues include the following:

1) The identification of a drainage plan for the Pondvale Estates subdivision and the
undeveloped lands to the north and west.
2) The identification of solutions for relief of road flooding problems on Fluorine Street and
151st Avenue N.W.
3) The potential and desire for development of the vacant lands north of Pondvale Estates and
how that development may connect with the surrounding land uses.
4) The impact and desire for municipal services in the Pondvale Estates subdivision and in the
unplatted neighborhood to the east which includes Fluorine Street, 142nd Avenue and 151st
Avenue.

The Committee made a recommendation to delay action on this issue for thirty days until a report
on the issues associated with this area could be received and reviewed.

Council Action:

Motion to ratify the direction of the Committee.

Case #2: Landscaping on Trunk Highway #47

Staff reported that the City was in receipt of a Landscaping Partnership grant offered by MnDot.
In order to accept this grant the City must pass a resolution to enter into Partnership Agreement
No. 81470. This grant provides the City with funding for the purchase of up to $20,000 of plant
materials to be located within the right-of-way along Trunk Highway #47 and two easements
associated with water quality ponding for this roadway. The City will be responsible for the
installation and maintenance of the plant materials.
\\RA_FSl\VOLl\users\City Shared File\Public Works DepartmcnhComrnittees\Public Works Committee\Cases\2001\Council Update\cc
03.27.01 .(loc

-153-
