SCOPE OF SERVICES

Technical Services and Estimating Capabilities

Technical Services / Value Engineering
E&V's staffhas the technical expertise to provide the City of Ramsey the resources to
review, evaluate and provide value engineering as required.

Value engineering will be performed at each phase of the design and throughout
construction. Our team will interact with your design professional and appointed
personnel in reviewing building systems, structures and materials. We continue value
engineering right through the evaluation and selection of finish materials. Criteria
used include availability, durability, serviceability, life cycle cost, initial cost, and
maintenance costs. We recommend the participation of your maintenance and
custodial staff in these reviews.

During bid phase, bidders may submit voluntary alternates that we will evaluate as a
part of our value engineering effort. While under construction, field conditions may
arise requiring changes to the design. These situations will be value engineered to
best meet the project requirements.
Benefit: Produces buildings and their components that are affordable, high quality
and du rab lc.

Schematic Estimate
At this point, the geometry of the building or structure is essentially known and the
relationship of one space to another has been worked out. Approximate grades have
been established and overall dimensions are generally fixed. This is a traditional point
in the design process where the Owner provides approval for the nexZ stage. In order
for the Owner to make a complete decision both budget and design must be reviewed.
A schematic estimate will provide cost update to the original budget.
Benefit: A check on project budget before proceeding and committing to project
footprint and design.

Design Development Estimate
The transition from schematics to design development (DD) is considered ~._¢ost
productive step in construction cost estimating. The DD plans are dunen ..... d,
grades and heights have been established, the structural system has been decided upon
and electrical and mechanical systems have reached a degree of definition. The DD
finish schedule will permit quantitative estimating of finish trades.
Benefit: Material quantity and quality have been identified and pn'ced allowing the
original budget to be substantiated or refuted.

I
I
I
I
I
I
I
I
I
I

I
!
I
I
I
