Mr. Hinrichs replied that if the City is willing to maintain the street he would rather the City take ownership of it because he does not have the means to take care of it. Councilmember Hendriksen inquired if the road was built to City standards. Director of Public Works Kapler noted that there is no fight of way beyond the curb, but they could research the idea further. City Administrator Norman noted that he will place the item on the Public Works agenda. Case #4: Adopt Ordinance Renewing Quad Cities Cable Communication Franchise Agreement City Administrator Norman stated that on January 23, 2001, the City Council conducted a public hearing to receive public comment for the proposed cable communication franchise agreement. No comment was received. Council then introduced the ordinance renewing the franchise with the Quad Cities Cable Communications Commission Cable Television Franchise. Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to adopt Ordinance #01-03 renewing the franchise agreement with the Quad Cities Cable Communications Commission Cable Television Franchise. A roll call vote was performed by the Recording Secretary: Counciimember Kurak aye Councilmember Zimmerman aye Councilmember Hendriksen aye Councilmember Anderson aye Mayor Gamec aye Motion carried. Principal Planner Trudgeon stated that on January 9, 2001, the City Council introduced an ordinance to create the tower overlay district, which identified residential area where commercial tower could be located as long as the parcel was ten acres or greater.
