Voting No: None. <br /> <br />Case #7: <br /> <br />Request to Rezone Certain Properties from R-1 Rural Residential to R-1 <br />Urban Residential; Case of Dave and Betty Pehlke <br /> <br />Community Development Director Frolik stated that David and Betty Pehlke are requesting to <br />plat four metes and bounds parcels into two single family urban residential, lots, and an existing <br />homestead served with private well and septic system. The properties are within the MUSA, but <br />are currently zoned R-1 Rural Residential. In order to plat urban lots, the property must be zoned <br />R-I Urban Residential. The subject properties are approximately 2.53 acres in size. The <br />Comprehensive Plan amendment initiated by Ramsey in 1993, and approved by the Met Council <br />in 1995, placed the subject property in the Metropolitan Urban Service Area (MUSA) for <br />residential development with urban services. The adjacent parcels to the north, east, west, and <br />south are also in the MUSA. The property is surrounded by a mixture of unsewered lots and <br />sewered lots created when municipal services were extended along 150~ Lane. The current <br />Comprehensive Plan targets this area for residential development with urban services. The <br />applicant has provided a sketch plan documenting their intent to develop the property into two <br />single family urban lots (The existing homestead will also be part of the plat). Approval of the <br />rezoning would be based on the Comprehensive Plan and the applicant's intent to develop the <br />property with single family residential lots. The proposed sketch plan of Pehlke Estates meets <br />the current regulations for the R-t Urban Residential District. The Planning Commission <br />reviewed the rezoning request at their January 2, 2001 meeting. There was no citizen input <br />during the public hearing. Once a comprehensive plan has been adopted or amended, cities must <br />conform their land use regulations in accordance with the plan.
