-138- 10. 11. 12. 13. line: Commencing at the point of intersection of the East line of said Southeast Quarter of the Southeast Quarter with the center line of 152"d Avenue N.W. according to the duly recorded plat of Gorham's Addition extended Westerly to said East line of the Southeast Quarter of the Southeast Quarter; thence South along said East line a distance of 531.65 feet to the actual point of beginning of the line to be hereby described; thence West at right angles a distance of 20.0 feet and there terminating; and Outlot A, Ramsey Meadows 2"d Addition, Anoka County, Minnesota. (the "Subject Property") That the total area of the Subject Property is approximately 2.53 acres. That the Subject Property is currently zoned R-1 Rural Residential and is in the Metropolitan Urban Service Area (MUSA). That the properties to the west, north and east and south all zoned R-1 Rural Residential and are also in the MUSA. That Section 9.20.03 of the Ramsey City. Code states that the intent of the R-1 Rural Residential District is to accommodate single-family dwelling units on land outside the Urban Service Area. That Section 9.20.03 of the Ramsey City Code states that the intent of the R-1 Urban Residential District is to accommodate single-family dwelling units on land inside the Urban Service Area. That the Subject Property was included in the Metropolitan Urban Service Area by a Comprehensive Plan amendment approved by the Ramsey City Council on November 9, 1993 (Resolution #93-11-268) and the Metropolitan Council on January 12, 1995. That the proposed rezoning is in compliance with the Comprehensive Plan. That the Applicant has provided the City with a sketch plan received by the City on December 11, 2000, reflecting the Applicant's intent to plat the Subject Property into two urban single-family residential lots that will be served by sanitary sewer and municipal water and an existing homestead that will continue to be served by on-site well and septic system. That municipal services were stubbed to the southerly portion of the Subject Property in 1994. That the Planning Commission conducted a public hearing pursuant to Section 9.03.03 of the City Code on January 2, 2001, which public hearing was properly advertised.
