Ramsey Police Department <br />Annual Snowmobile Enforcement Report <br />2000 - 2001 <br /> <br />Date: 04-17-01 <br />To: Chief Gustafson <br />From: Sgt. Kuhn <br /> <br />The attached report shows the activity for the 2000 - 2001 snowmobile season. I have also <br />prepared a 3 year comparison for the years 1998-99, 1999-00 and 2000-01. What we must <br />remember when comparing these years is that there was very little snowfall in 1998-99 and <br />even less in 1999-00 in comparison to this year's heavy snowfall. <br /> <br />Complaints: In the first two seasons (1998-99 and 1999-00) the snowfall was marginal but in <br />the 1999-2000 season the complaints increased substantially from 36 to 55, while maintaining <br />the latter rate in the 2000-01 season, which was a heavy snowfall season. In 1998-99 less than <br />1/3 of the complaints came from the MUSA area. In the 1999-00 and 2000-01 seasons more <br />than 1/3 of the complaints came from the MUSA area. <br /> <br />Arrests: In 1998-99 we made 48 arrests and issued 3 warnings for a total of 53 contacts. In <br />1999-00 we made 22 arrests and were unable to tally the warning violations. In that season we <br />did seize a snowmobile in the forfeiture process and now own it. In 2000-01 we made 30 <br />arrests and issued 14 warnings for a total of 44 contacts. Of these 30 arrest 25 occurred in the <br />MUSA area. I feel that enforcement in this area is consistent with the complaints we've <br />received. We will try in 2001-02 to increase this enforcement effort, particularly outside the <br />MUSA area. <br /> <br />Accidents: We had only 1 accident this year and it was a property damage (no one injured). <br /> <br />I'd like to mention that Joleen did an excellent job of getting the statistical information compiled <br />for this report and she did it .on short notice. <br /> <br />-13- <br /> <br /> <br />
