-194- 11. 12. 13. 14. 15. That the surrounding parcels are currently zoned B-1 Business. That 86.71 acres located to the northwest and southwest of the Subject Property is proposing to be rezoned to' Planned Unit Development (PUD) to facilitate a residential development. That the Applicant is proposing to lease space from the City to allow for a total of twelve (12) antennas located on the outside of the water tower, and a 12-foot by 30-foot equipment building to be constructed near the base of' the water tower on City owned property. That Applicant has stated that the proposed use will not increase the water tower maintenance costs to the City, will not unreasonably interfere with water tower maintenance, will not increase the risks of contamination to the City's water supply, and will not cause interference to any other broadcast systems, including law' enforcement, fire and ambulance services. That the Applicant has stated that there will be no personnel stationed at the site on a permanent basis. That the Applicant has stated that the existing access to the Subject Property is adequate and no parking will be required because site visits will be infrequent and of limited duration. That the proposed use will not adversely impact traffic in the area. That the proposed use will not be unduly dangerous or otherwise detrimental to persons working in the vicinity of the use, or to the public welfare. That the proposed use will not substantially adversely impair the use, enjoyment, or market value of any surrounding property. That the proposed use will be served adequately by essential public facilities and services. That the proposed use will not create excessive additional requirements at public cost for public facilities and services and will not be detrimental to the economic welfare of the community. That the proposed use will not be hazardous or disturbing to existing or future neighborhood uses. That the proposed use will not involve activities and uses that will be detrimental to any persons, property, or the general welfare by reason of excessive production of traffic, noise, smoke, fumes, glare, or odors.
