CASE <br /> <br />CITY OF RAMSEY COMPREHENSIVE PLAN <br /> By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />The City Council made a final submission of the Ramsey 2020 Comprehensive Plan during the <br />Council meeting of March 13, 2001. The Metropolitan Council Board considered the Ramsey <br />Plan in full session on March 28, 2001, and the Plan was approved. <br /> <br />During the Metropolitan Council meeting of March 28, the Metropolitan Council found that the <br />Ramsey Comprehensive Plan met all Metropolitan Land Planning Act requirements for 1998 <br />Plan updates, and is in conformity with the 2020 regional system plans for aviation, recreation <br />open space, transportation and water resources management plan and is generally consistent with <br />the Regional Blueprint policies. In a letter from Metropolitan Council Chairperson Ted Mondale <br />to the City, Mondale stated that the "City's plan provides an excellent opportunity for mixed-use <br />development within the current and proposed urban area that could enhance the effectiveness of <br />the proposed Northstar Commuter Rail". (Letter attached to case). <br /> <br />With the Comprehensive Plan returned to the City for final consideration, the City would be <br />required to hold a public hearing in order to amend any official, local controls in order to <br />implement the Comprehensive Plan and Critical Area Plan. The appropriate action at this point <br />would be for the Council to refer the Comprehensive Plan to the Planning Commission for a <br />public hearing. <br /> <br />Council Action: <br /> <br />Motion to refer the Ramsey Comprehensive Plan update and Critical Area Plan to the Planning <br />Commission for a public hearing. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />Community Development Director <br /> <br />CC: 04/24/01 <br /> <br />-229- <br /> <br /> <br />
